As Oshizu said, you will still need to own a residential lot in order to purchase a retail lot and begin your build. With the Cacti Casa lot, it looks like your game may have been affected by the issue that some simmers have had where the lot is classed as generic and then the lot type can't be altered. When that happens, simmers hsve needed to start a new save game file.
