First you need to rank up with the Empire, to the rank of Duke, which takes quite a while, and when you reach the required rank you are going to need just shy of 209 Million credits to buy the ship. Get the power plant up , even grade one should allow you to put a standard shield on, which I recommend over bi-weave for large ships, or a Prismatic if you have access to it. And when you are there, you will have both, the rank and the credits. Ya I am eligible to buy the Cutter now. Looks like need to earn more for a while before getting that.
